Hurricane Preparedness for HOA Boards: A Complete Guide for Charlotte County Communities

July 28, 20258 min read Resources & Articles

With Charlotte County's active hurricane season, HOA and condo boards have a critical responsibility to prepare their communities before a storm strikes. From pre-season vendor contracts to post-storm insurance claims, here is what every board should have in place.

Why Boards Must Lead on Preparedness

Florida Statutes 718 and 720 place the responsibility for common area maintenance and emergency response squarely on the board of directors. When a hurricane strikes, residents look to their association for guidance, rapid communication, and coordinated recovery. Boards that are unprepared face not only physical damage but potential legal liability for failing to act.

Pre-Season Checklist

Before June 1, every board should: (1) Review and update the community's emergency response plan. (2) Confirm that all vendor contracts — landscaping, roofing, pool service — include storm response provisions. (3) Verify that the association's property and liability insurance is current and adequate. (4) Establish an emergency communication tree so all residents receive timely updates via email, text, and posted notices. (5) Inspect and photograph all common area structures to establish a pre-storm baseline for insurance claims.

During the Storm

Once a storm watch is issued, the board should activate its communication plan immediately. Notify residents of any common area closures (pools, clubhouses, gates). Secure loose furniture, signage, and equipment in common areas. Coordinate with your CAM to ensure all critical vendors are on standby.

Post-Storm Recovery

After the storm passes, the board's first priority is safety assessment. Do not allow residents into damaged areas until a licensed contractor has cleared them. Document all damage with photographs before any cleanup begins — this is essential for insurance claims. Contact your CAM and insurance carrier within 24 hours. PHS has extensive experience managing post-hurricane recovery for Charlotte County communities, including coordinating contractor bids, filing insurance claims, and communicating with FEMA and SBA programs.
