Why Your HOA Needs a Licensed CAM: Understanding Florida's Community Association Manager Requirements

June 30, 20255 min read Resources & Articles

Florida is one of only a handful of states that requires Community Association Managers to be licensed. If your community has more than 10 units or annual revenues over $100,000, state law requires a licensed CAM. Here is what that means for your board.

What is a Licensed CAM?

A Community Association Manager (CAM) is a licensed professional authorized by the Florida Department of Business and Professional Regulation (DBPR) to manage community associations. Licensure requires passing a state examination, completing continuing education, and maintaining an active license in good standing.

When is a CAM Required?

Florida Statute 468.431 requires that any community association with more than 10 units or annual revenues exceeding $100,000 be managed by a licensed CAM. Associations that self-manage without a licensed CAM are in violation of state law and may face significant penalties.

What Can a Licensed CAM Do That Others Cannot?

Licensed CAMs are authorized to control or disburse association funds, prepare budgets, assist in the noticing and conduct of association meetings, coordinate maintenance and repairs, and enforce the association's governing documents. Unlicensed individuals performing these functions are committing a third-degree felony under Florida law.
